Introduction: The Distraction No One Recognizes
For months, conversations in the tech and policy circles have been dominated by debates over frameworks like 3I and ATLAS-systems meant to assess AI impacts, risks, and transparency. These debates dominated headlines, conferences, and think-tank memos. Yet while experts spar over scoring systems and regulatory schemas, a much larger, quieter issue is unfolding beneath the surface: we are focusing on governance models while the underlying conditions that make governance possible are rapidly deteriorating.
The result? An increasingly large gap between the tools being built to manage AI and the real-world forces that render those tools nearly impossible to apply.
The Real Problem: Capacity Is Shrinking Faster Than AI Is Advancing
Everyone speaks of the exponential growth of AI. Almost nobody speaks of the exponential decline in institutional capacity to evaluate, regulate, or indeed, to understand these systems.
What are governments, universities, and oversight bodies grappling with?
Severe talent shortages in AI and cybersecurity
A widening resource gap between public institutions and private labs
An overwhelmed regulatory pipeline
Shrinking budgets despite growing technological complexity
A dependence on the very companies they are supposed to oversee
This is where the real crisis lies. You can build all the governance frameworks you want, but when the institutions that are supposed to use them are underpowered, understaffed, and outpaced, those frameworks will remain academic exercises rather than enforceable structures.
Framework Inflation: More Oversight Tools, Less Actual Oversight
We're experiencing what may be called framework inflation. Each month brings new evaluation metrics, new safety taxonomies, new auditing schemes, and new alignment checklists. On paper, it seems like this is progress.
In practice, it creates:
Overlapping and conflicting standards
A patchwork of partial implementations
Silos where expertise doesn’t cross-pollinate
A false sense of security ("We have a framework, therefore the problem is managed.")
Worse, many of these frameworks assume conditions that simply do not exist-a world where auditing teams are rich in talent, for example, or where the regulatory bodies themselves have state-of-the-art compute access.
They don't.
The Corporate Consolidation of Expertise
Another unspoken issue: the brain drain from public to private sectors has never been more extreme.
The engineers that could be staffing oversight groups, national labs, or independent research teams are instead funneled into:
Major AI labs
Big Tech firms
High-frequency trading firms
Private defense contractors
Crypto and quant finance firms
These institutions can offer 5–20× the remuneration of public sector roles, and near unlimited resources. This creates a structural imbalance: those building frontier AI systems have the world's best minds; those monitoring them often have a fraction of that capacity.
Oversight Bottlenecks: The System Is Too Fast for the Gatekeepers
AI development cycles have shrunk dramatically. Model training, evaluation, iteration, and deployment happen at a pace that traditional oversight mechanisms-designed for slower industries-simply cannot match.
This creates:
Regulatory lag: Laws and guidelines become outdated before implementation.
Opaque experimentation: Models can be trained and tested privately long before public disclosures.
Unverified claims: Labs publish performance metrics without third-party confirmation.
Reactive safety, not proactive safety.
The uncomfortable truth is that we are trying to regulate high-velocity technology with low-velocity institutions.
The Missing Conversation: Infrastructure for Governance
Governance frameworks like 3I and ATLAS assume a functioning ecosystem of auditors, evaluators, red-teamers, and state institutions. But that ecosystem is itself crumbling.
The thing we really need to talk about is:
1. National and international oversight infrastructure
Teams, labs, and compute resources dedicated to independent model evaluation, not controlled by the companies developing the models.
2. A sustainable talent pipeline
Fellowships, salaries, and incentives that make working on public-interest AI viable for top-tier researchers.
3. Calculate equity
If oversight groups cannot run or probe large models, then their ability to evaluate claims is purely theoretical.
4. Transparency requirements that cannot be contracted away
Disclosures that are rule-based and consistent across firms—not discretionary or endemic.
5. The watchdog class with real powers
Without legal teeth, frameworks become suggestions, not safeguards.
The Strategic Risk of Ignoring the Real Problem
If we fail to build institutional capacity now, then a few outcomes become highly likely:
Safety will be a branding exercise, not a structural practice.
Power will concentrate among a few technology companies, largely unaccountable to forces outside of themselves.
Governance frameworks will proliferate while having minimal real-world impact.
Regulators will rely on expertise from the private sector; this leads to regulatory capture.
They will become observers as states are no longer in charge of technological trajectories.
And perhaps most dangerously, the world will confuse "more frameworks" with "actual safety."
Conclusion: The House Needs Foundation, Not Wallpaper
Before we debate which governance
framework is best, or whose taxonomy is more elegant, there's a far more
fundamental question:
Do we have the institutional muscle to do governance at all?
The answer, quite honestly, is no.
Not yet. Not even close. This means
that until we solve the capacity crisis, debates over frameworks like 3I or
ATLAS are window dressing on a house whose foundation is cracking. A bigger
question isn't how we evaluate AI. It's whether we have anyone left who can.
